A buffered fiber optic ribbon (10) including at least one fiber optic ribbon (92), at least one cushioning material (96), and at least one buffer layer (14). In one embodiment, the buffer layer has a generally flat portion that contacts a portion of the fiber optic ribbon. In another embodiment, the cushioning material is disposed in at least two regions that are separated by a portion of the buffer layer. In other embodiments, the buffer layer generally inhibits the fiber optic ribbon from twisting within the buffer layer.
