The device has a frame (10), a belt spool (14) rotatably mounted in the frame, an electric motor (28) that can drive the spool and a brake (30,32) that can be activated by relative motion between the belt spool and an activation plate (44). A separate electric motor is provided that is coupled to the activation plate. A coupling (22,24,50) couples the motor either with the spool or activation plate.
