PROBLEM TO BE SOLVED: To provide a man-made abnormal operation preventing device for a mover for inhibiting and eliminating the condition where abnormal operating condition is caused due to human-made factor such as hijacking in operating the moving body such as a large aircraft. SOLUTION: This human-made abnormal operation preventing device is composed of the person discriminating part 11 for discriminating whether an operator is a regular person or not, and a determining part 13 for determining whether or not automatic operation is conducted by an automatic controlling device 22 according to a signal output from the person discriminating part.
