PROBLEM TO BE SOLVED: To suppress the occurrence of the power loss of an engine as much as possible, and to displace a control rod, while avoiding an increase in the engine and a complexity in a constitution. SOLUTION: A control projection 88 radially outward projecting at one position in its circumferential direction is provided at rotary shafts 81, 82 having a supporting shaft 61 provided at a deviated position. A rocker member 93 having a pair of engaging sections 93a, 93b connectible to the projection 88 and deviated in phases and spring-energized in a direction for engaging the one of the sections 93a, 93b with the projection 88 can be rocked around the axis of a shaft member 92 and mounted on the member 92. An actuator 97 operating by the suction negative pressure of the engine rotatably drives the member 93 reversely to the spring energizing direction to be connected to the member 93.
