PROBLEM TO BE SOLVED: To improve the reducing power of a perming 1st agent while suppressing damage to the hair. SOLUTION: A container 13 containing natural tourmaline ore 11 therein and the perming 1st agent for cleaving the connective tissue of the hair by application to the hair in perming the hair obtained by formulating reducing water with an ingredient such as thioglycolic acid are prepared. In perming the hair, the perming 1st agent is poured into the container 13 to turn the reducing water into tourmaline reducing water. Thus, even if the formulating proportion of the ingredient such as thioglycolic acid is low, the infiltration of the perming 1st agent into and the reducing effect of the agent on the hair is enhanced owing to the action of the tourmaline reducing water and thereby an effective hair perming treatment can be performed while suppressing damage to the hair.
