PROBLEM TO BE SOLVED: To provide a new phenolic resin useful as a flame retardant for a synthetic resin. SOLUTION: The phosphazene modified phenolic resin contains a group represented by formula (1) äwherein R is a 1-15C alkyl, R<SP>1</SP>is H or OH, A is -CHR<SP>2</SP>- or the like, R<SP>2</SP>is H a 1-6C alkyl or the like, X is O or S, Y<SP>1</SP>is -N=P(XR)<SB>3</SB>or -N=P(X)XR, Y<SP>2</SP>is -P(XR)<SB>4</SB>or -P(X)(XR)<SB>2</SB>, Y<SP>1</SP>and Y<SP>2</SP>may bond each other to form a ring, n and m are each an integer of 0-9999, and 2≤m+n≤9999} as its constituent.
