SOLUTION: A sound signal encoding device is provided with FFT calculators 2a and 3, a harmonic component discriminator 16 which detects a harmonic component from a calculation result of the FFT calculator 2a to discriminate the presence or the absence of the harmonic component, masking threshold calculators A4 and B5 which calculate a masking threshold, perceptive entropy calculators A6 and B7 which calculate a perceptive entropy, a processing block type determiner A8a which uses a discrimination result of the harmonic component discriminator 16 to determine a processing block type, a masking threshold calculator C11 which calculates a second-time masking threshold on the basis of a calculation result of the masking threshold inputted in accordance with the processing block type, a bit estimator 12 which estimates the number of bits on the basis of a calculation result of the perceptive entropy inputted in accordance with the processing block type, a frequency divider 13 which generates a frequency spectrum in accordance with the processing block type, a quantizer 14, and a multiplexer 15.
