PROBLEM TO BE SOLVED: To provide a method for forming a uniform coating layer on the whole surface of a powder by a simple means when forming the coating layer on the surface of the powder. SOLUTION: The powder is held in a vessel, and agitation blades provided to the bottom of the vessel are rotated at≥1.5 m/sec rotating speed at the end part. Gas for fluidization is injected from above the powder and blown into the powder at≥3.0 m/sec flow velocity to agitate and fluidize the powder, and a coating solution is sprayed from above the powder and dried to form the coating layer.
