PURPOSE: A buffer manufacturing device is provided to reduce the length of the process and to improve productivity by having shredding function. CONSTITUTION: In a buffer manufacturing device, a couple of rollers(100,100') include rotary shafts(21c,22c). Fixing grooves(110,110') are formed at the rotary shafts. A connection gear(200) is fixed to the rotary shaft, and has a plurality of fixing protrusions(210). A driving gear(300) includes a through hole(310) into which the rotary shaft is fit, and an operating groove(330) into which the fixing protrusion is fit. A fixing groove(320) is formed at the circumference of the through hole. Fixing members(400) are fit into the fixing grooves.
