PROBLEM TO BE SOLVED: To stably operate and control a hydroelectric facility by properly controlling a waterwheel and a discharge valve when the waterwheel causes trouble. SOLUTION: This hydroelectric facility is so structured that the guide vane opening of the waterwheel 17 is changed by a waterwheel drive control part 22 to adjust a water flow thereof; the discharge valve opening of the discharge valve 19 is changed by a discharge valve drive control part 24 to adjust a water flow thereof; the guide vane opening and the discharge valve opening are always inputted to the respective control parts 22 and 24; when trouble such as an internal accident of the waterwheel 17 occurs, the guide vane of the waterwheel 17 is closed to stop its drive, and the opening of the discharge valve 19 is set to a level corresponding to that of the guide vane opening (waterflow) of the waterwheel 17 in the occurrence of trouble.
