PROBLEM TO BE SOLVED: To prevent a fire generated from an automobile seat, a building or a bedding in which a flexible expanded urethane is included by rendering the urethane noncombustible. SOLUTION: The flexible expanded urethane can be rendered noncombustible by adding an additive capable of obtaining an even dispersion property and an even adhesive property to a water soluble inorganic compound and further post-treating the subject base material by spraying the compound on it or dipping it in the compound while heating either the base material or the compound.
