PROBLEM TO BE SOLVED: To produce a racemic or optically active 1-substituted-3-alkylpiperazine derivative having high chemical purity at a low cost. SOLUTION: The racemic or optically active 1-substituted-3-alkylpiperazine derivative having high chemical purity is produced at a low cost by reacting an easily available racemic or optically active 1-acyl-3-alkylpiperazine having high chemical purity or its salt in the presence of a reducing agent. The reducing agent is preferably a hydrogenated boron compound, which is preferably used in combination with an activation agent such as sulfuric acid, hydrochloric acid, boron halide, iodine and bromine.
