PROBLEM TO BE SOLVED: To find a high-accuracy precipitation according to the property of a rainfall when meteorological radar information is analyzed. SOLUTION: In a precipitation-category and particle-size-distribution estimation and processing part 111, a precipitation category is estimated for every altitude on the basis of temperature, relative humidity or the like of GPV data. Further, a precipitation type is estimated and sorted to a particle-size distribution such as a stratiform cloud, a cumulonimbus cloud or the like on the basis of the GPV data; and a reflection intensity-precipitation expression in a reflection intensity-precipitation conversion processing part 113 is optimized on the basis of the category and the particle size distribution. Thereby, the precipitation is calculated with satisfactory accuracy on the basis of a reflection intensity (a radar reflection factor) observed by a meteorological radar. COPYRIGHT: (C)2004,JPO
