PURPOSE: A BS(Base Station) PSMMM(Pilot Strength Measurement Mini Message) transmission method for transmitting high-speed data and a method for deciding a transmission time are provided to assign an SCH(Supplemental CHannel) suitable for channel environment by deciding a threshold value according to a data rate of the SCH. CONSTITUTION: Transmission threshold value parameter values decided according to a data transmission rate of an SCH are received. A time for transmitting a BS PSMMM is decided according to the transmission threshold value parameter values, and the BS PSMMM is transmitted. The corresponding transmission threshold value parameter value is received as an MABOPM(Mobile Assisted Burst Operation Parameters Message) whenever the data transmission rate of the SCH is changed. The data transmission rate of the SCH is one among 38400bps, 76800bps, and 15300bps.
