PROBLEM TO BE SOLVED: To prevent cargo collapse or the like by slowing cargo lowering speed in a lift lever device applied to a cargo handling vehicle such as a forklift. SOLUTION: This device is composed of a lift lever 2, a control valve 3, and a load means 4. The load means 4 is provided to apply a prescribed load halfway of lowering operation by a lift lever 2. The load means 4 may be provided with a vertical rod 13 penetrating a floor board 83 to connect the lift lever 2 to the control valve 3, a male screw 14 formed on it, a compression spring 19 inserted to the rod 13, an upper and a lower washers 20 inserted to the rod 13 at both sides of it, an upper and a lower nuts 16 and 21 engaged with the male screw 14 at both sides of these, and a stopper 22 fixed to the floor board 83 to form a prescribed gap A between the stopper and the lower washer 20 in such a way that it is abutting.
