<P>PROBLEM TO BE SOLVED: To accomplish high image quality and high stability in its initial stages even after image formation is carried out for a long time, by preferentially discharging deteriorated carrier while ensuring high maintenance that eliminates the need for developer replacement. <P>SOLUTION: In a system in which carrier is supplied by supplying toner mixed with carrier and developer to be added is discharged onto a photosensitive body by a fog removal potential, the developer is discharged onto an image non-formation area on the photosensitive body in the direction of its rotation.
