PROBLEM TO BE SOLVED: To significantly heighten a holding force of a steering column to a car body by improving face rigidity (bend rigidity) at a swollen part integrated with the steering column, and making the column itself highly rigid. SOLUTION: When a swollen part 7 is integrated with a steering column 1, the swollen part 7 is formed at portions to be peripheral edges of elongate holes 8, 8 for adjusting a column position with a portion of a flange 20 (flare) remained. The elongate holes 8, 8 for adjusting the column position are formed with the flange 20 (flare) remained. Accordingly, because the flange 20 (flare) is formed on the peripheral edges of the elongate holes 8, 8 for adjusting the column position, face rigidity (bend rigidity) of the swollen part 7 can be significantly improved by heightening a cross section coefficient of the swollen part 7 integrated with the steering column 1.
