PROBLEM TO BE SOLVED: To obtain improved soil being uniformly agitated by mixing and agitating a soil conditioner. SOLUTION: The soil mixing improvement machine 1 is a batch type and improves a fixed amount of soil raw material. A frame body 3 is provided on a pedestal 2 while the frame body 2 can rock, a separating apparatus 4, mixing agitation apparatus 5, and a conveyer 6 that are main sections of the improvement machine are installed in the frame body 3, an oblique angle can be adjusted by a hydraulic cylinder 8. The soil conditioner is added to granular soil separated by the separating apparatus 4, and an agitation blade 5a of the mixing agitation apparatus 5 is rotated in a comb-up direction for a fixed time. A load cell 20 is placed at the lower section of the pedestal 2, load is automatically measured, a controlling apparatus 19 controls the rotation directions of the agitation blade 5a and conveyer 6, the amount of addition of the soil conditioner, or the like, an optimum condition is set, and the uniform, improved soil is created.
