PROBLEM TO BE SOLVED: To provide a phenol resin composition for brakes having high mechanical strength, hardness and toughness and permitting acquisition of a high friction coefficient without damage to the counterpart material, and its manufacturing method. SOLUTION: The composition comprises a phenol resin and a metal compound, with the compound dispersion-mixed with the resin, and the compound is preferably one or more of metal oxides, carbides and nitrides.
