<p><P>PROBLEM TO BE SOLVED: To provide an operation restricting device for an engine starting system capable of being constructed small and reducing the manufacturing costs. <P>SOLUTION: A smart ECU 66 energizes a solenoid 41 when a starter knob is in the LOCK position on the condition that the ID code of a portable unit 51 is identical to the ID code of the smart ECU 66. At this time, the solenoid 41 is disengaged from an engaging projection to enable the engine to be started by the starter knob. When the starter knob is in the ACC position, a shift lock controller 81 energizes the solenoid 41 by a changeover switch 45 on the condition that the car stopping condition is sensed.
