PROBLEM TO BE SOLVED: To provide a natural synthesized voice by determining the presence or the absence of prominence in consideration of a speaking speed and speech contents and selecting an intonation pattern for realizing prominence in accordance with classifications of affixed words, the presence or the absence of pauses, an attribute of a following clause, etc., in order to realize a prominent speech in a voice rule synthesizing device. SOLUTION: A voice synthesizer has a speaking speed setting means 6 and a prominence giving means 1e for giving prominence, and the frequency of prominence is controlled in accordance with the speaking speed.
