PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which possesses high potential characteristic and image characteristic for environmental stability and stability repeated use under all environments from low temperature and low humidity to high temperature and high humidity and whose production stability is high, and a process cartridge and an electrophotographic device possessing it. SOLUTION: In the electrophotographic photoreceptor processing an intermediate layer and a photoreceptive layer in this order on a support, the intermediate layer incorporates resin possessing a specific repeating structure unit, and the ratio of the specific repeating structure unit is≥80% and <100% to all kinds of repeating structure units which the resin possesses.
