PROBLEM TO BE SOLVED: To reduce a quantization distortion and a storage capacity in vector quantization processing. SOLUTION: A split second-stage CB 105 outputs a higher-order code vector and a lower-order code vector corresponding to an indication signal supplied from a second-stage index specifying part 109 to a second-stage candidate vector generator 107. A split scaling factor CB 106 outputs a split scaling factor corresponding to idx-1 supplied from a first-stage index specifying part 103 to the second-stage candidate vector generator 107. The second-stage candidate vector generator 107 multiplies the higher-order code vector by a higher-order scaling factor and multiplies the lower-order code vector by a lower-order scaling factor and couples the higher-order code vector and the lower-order code vector after multiplication with scaling factors to generate a candidate vector.
