PROBLEM TO BE SOLVED: To perform precise leakage judgment of pipes, even if the judgment is performed in a condition when a floor heater or the like is operated approximately continuously for thirty days, and moreover in a condition where measured flow rate values obtained by measure ment are influenced by pressure variations from neighboring houses. SOLUTION: When a measured value of a flow rate variation during thirty seconds is larger than 2 1/h, in first judgment, leakage judgment is not performed. When the measured value is not larger than 2 1/h, it is judged that there are no leakages, if the average value of individual measured flow rate values during the thirty seconds is not larger than 1.5 1/h. When a measured value of a flow rate variation during five minutes is larger than 10 1/h, in second judgment, leakage judgment is not performed. When the measured value is not larger than 10 1/h, it is judged that there are no leakages if the average value of individual measured flow rate values during the five minutes in not larger than 1.5 1/h. When a measured value of a flow rate variation during one hour is larger than 38 1/h, in third judgment, leakage judgment is not performed. When the measured value is not larger than 38 1/h, it is judged that there are no leakages, if the average value of individual measured flow rate values during the one hour is not larger than 1.5 1/h.
