PROBLEM TO BE SOLVED: To provide a manufacturing method for acid cotton for easily removing sebum of the human body. SOLUTION: According to this manufacturing method for acid cotton, cotton is impregnated with acid solution containing citric acid and sodium citrate. Preferably the concentration of the citric acid is 0.1 to 1.8 mass %, and the concentration of sodium citrate is 2 to 5 mass %. The acid cotton obtained by the method has pH ranging from 4.75 to 6.60 to express acidity. The cosmetic cotton obtained using the acid cotton of this type easily removes sebum of the human body. Even if the acid cotton is washed for the purpose of eliminating impurity in the acid cotton, the citric acid is hard to be washed away to keep acidity. The acid cotton is spread like a sheet to form a fiber web, whereby even if high-pressure water column current is applied to entangle the component fibers of the fiber web, the acid cotton fiber itself keeps the acidity.
