PROBLEM TO BE SOLVED: To provide a heavy metal stabilizer for preventing the elution of heavy metals from heavy metal-containing incineration ash or the like and for preventing the generation of an ammonia gas, and to provide an incineration ash treatment method and an incineration ash treatment apparatus. SOLUTION: The incineration ash treatment method is characterized in that the heavy metal stabilizer comprising a mixture of a liquid chelating agent and an alcohol is added to incineration ash or soot, to stabilize heavy metals in the treatment method for stabilizing heavy metals contained in incineration ash or soot. An apparatus therefor is also disclosed. Further, an incineration ash treatment method is characterized in that humidifying water mixed with an alcohol is used as humidifying water supplied to an ash treatment apparatus in the incineration ash treatment method having a stage for adding water to incineration ash or soot from an incinerator in the ash treatment apparatus, and humidifying water containing the alcohol and the liquid chelating agent are separately supplied to the ash treatment apparatus.
