PROBLEM TO BE SOLVED: To provide a punching device and method, capable of punching a hole in a tape such as a magnetic tape without a scratch. SOLUTION: The punching device 10 for the tape for punching the hole in the tape T comprises a punch 11 having a blade part 11a whose shape is the same as the outline of the hole, a stage 12 with a plain plate shape for sandwiching the tape T between the punch 11 and the stage 12, and a driving mechanism for coming into contact with the punch 11 to the stage 12 and separating the punch 11 from the stage 12.
