PROBLEM TO BE SOLVED: To increase the operating efficiency by freely changing a welding form and weld a seal, without any change, to a specified film material, in a bag-shaped film manufacturing system for welding the specified part of the film material, and a bag-shaped film manufacturing method. SOLUTION: A work encasing contents 23 to 25 and a first and a second film material 21 and 22 superposed over each other, is supplied onto a welding mechanism 13 from a gathering mechanism 12. The specified parts of the first and the second film material 21 and 22 superposed over each other are irradiated by emitting a laser beam in a specified welding form from a laser irradiation means 15 and welded.
