PROBLEM TO BE SOLVED: To provide a frame structure of a planting base keeping the planting base in wet condition suitable for planting growth through increaseing water retainability and drainage property of the planting base and reducing maintenance manhour for the planting base and to provide a frame member forming a frame, and the planting base. SOLUTION: The frame structure surrounds the planting base 1 by a plurality of frame members 4 connected with each other. The frame member 4 has an upper wall 5, a side wall 6 and a lower wall 7 and opens toward the planting base 1 composed of a waterproof sheet 21, a water-retaining layer 21A and a planting layer 1A.
