PROBLEM TO BE SOLVED: To prevent a nonuniform excessively lapped part from being generated at an adhered part of a strip-like base paper forming a paper tube. SOLUTION: A paper tube forming speed detection means (a pulse oscillator 3 and a controller 36) which detects the actual speed of forming the paper tube 1 is provided. From the paper tube forming speed detected by the paper tube forming speed detection means, the time t1 to be spent until a specified length of the paper tube 1 is fed from a mandrel 4, is calculated. Then the receding speed of the sliding bed 10 is adjusted so that the time to be spent until the sliding bed 10 of the paper tube cutting part 9 is returned to the home end position from the forward-moving position, is almost the same as the time t1.
