PROBLEM TO BE SOLVED: To provide an in-mold foam molding apparatus capable of putting a plurality of sound absorbing hole molding parts for molding sound absorbing holes to a sound absorbing material to practical use to enhance the releasability of a molding part, productivity and a ratio of internal fusion, and a molding method. SOLUTION: In the in-mold foam molding apparatus 10 for molding the sound absorbing material having a plurality of sound absorbing holes, a sound absorbing hole molding part 30 for molding sound absorbing holes is formed to at least a cavity mold 11 equipped with ejector pins 15 among one set of molds 11 and 12, and the release resistance of the sound absorbing material to the cavity mold 11 is set so as to become larger than that of a core mold 12 equipped with no ejector pins 15.
