PROBLEM TO BE SOLVED: To improve the quality of an image reproduced at a high speed while performing stable decoding processing suited to the reproducing speed, by shortening decoding processing time during high-speed reproducing operation in the case of performing high-speed reproduction in an image reproducing device. SOLUTION: In the case of reading out picture data encoded by using wavelet transformation from a recording medium and reproducing the picture data at a high speed, high-speed decoding processing and high-speed reproducing/ displaying of high quality are realized by performing decoding processing, by switching decoding processing including components from the low frequency band components of the picture data up to the high frequency band components, and decoding processing only for the low frequency band components at a prescribed frame interval in accordance with the reproducing sped.
