PROBLEM TO BE SOLVED: To provide a safe heat storage material excellent as a structural member of a heat storage device which can save the air conditioning energy for a large building such as an office building and a factory and for home use, which can improve efficiency and which can protect environment, and which has the sealing property and high-temperature water resistance of a covered container, and to provide a heat storage material manufacturing method with excellent workability and efficiency. SOLUTION: This heat storage material is formed by filling a covered container with the heat storage material composition containing an oil-based material having the heat storage property with a phase change as an indispensable component. This heat storage material manufacturing method contains a process for filling the covered container with the heat storage composition containing the oil-based material having the heat storage property with a phase change and an oil thickener for lowering flowability of the oil-based material as indispensable materials.
