PROBLEM TO BE SOLVED: To provide a cellular system which reduces the deterioration of the circuit quality and the possibility of the circuit breaking event due to the incompleteness of different frequency switching control, thereby more raising the circuit quality. SOLUTION: A base station 10 communicates with a mobile station 30, using a first frequency, and a base station 20 communicates with the mobile station 30, using a second frequency. During communicating with the base station 30, using a circuit, the mobile station 30 measures the reception quality with the second frequency according to the change of the circuit quality and switches the channel to the base station 20 to communicate according to the reception quality. On the occasion of the circuit quality remaining within a first range, it measures the reception quality with the second frequency in the mobile station 30 when the change is greater than a predetermined reference. If the circuit quality is out of the first range, it measures the reception quality with the second frequency in the mobile station 30 more frequently than that within the first range.
