<P>PROBLEM TO BE SOLVED: To arrange a large-scale optical cross-connection switch with small- scale optical switches, without raising the outgoing line block ratio. <P>SOLUTION: A wavelength conversion is made in groups of a plurality of wavelength channels to efficiently utilize wavelength band resources, thereby lowering the outgoing line block ratio. The wavelength conversion is limited within the wavelength groups to relax requirements for the size of a unit optical switch which restrains the switch scale or the variable wavelength of a variable wavelength converter.
