PROBLEM TO BE SOLVED: To facilitate and simplify the execution works of a cooling face structure and improve the efficiency of the structure. SOLUTION: A cooling panel 4 has a flexible cooling pipe 6, in which a coolant is circulated, and a reinforcement member 7, on which the cooling pipe 6 is drawn around the surface 7b of the member 7 and fixed, and unitized in a panel shape. A plurality of the cooling panels 4 are laid, concrete transmitting a cooling radiation from the cooling pipes 6 is poured into the laid cooling panels 4 and the laid cooling panels 4 are buried and a cooling face 5a is formed. According to the building method, the cooling pipes 6 need not be drawn around on a construction field by laying each cooling panel 4 previously unitized in a panel shape, and the term of works of building works is shortened.
