<P>PROBLEM TO BE SOLVED: To easily create a priority table. <P>SOLUTION: JPEG2000 data 151 inputted to a table creating part 114 are held by a JPEG2000 data reading part 161 and supplied to a JP2 packet information extracting part 162 in a prescribed timing and after JP2 packet information required for a packetization is extracted, the data are supplied to a priority table editing part 164. In the priority table editing part 164, based upon setting information 152 designating a priority value of a partial JP2 packet corresponding to the JPEG2000 data 151 supplied from a setting information reading part 163, the priority table with priority values of all the JP2 packets set therein is created and outputted from a priority table output part 165.
