PROBLEM TO BE SOLVED: To provide a method for directly inserting watermarks without solving codes for preventing an original image from leaking. SOLUTION: Image data are subjected to subband decomposition in a frequency space, and a partial low-frequency band is scrambled for enciphering image information. Electronic watermark information insertion processing for burying information into another high-frequency band is performed. The watermark insertion processing has a different frequency band from scrambling for preventing mutual interference, and the high-frequency band that cannot be easily recognized by human eyes is altered, so that the inserted watermark information cannot be perceived.
