PROBLEM TO BE SOLVED: To reduce costs by decreasing an amount of expensive magnets used. SOLUTION: A developing device has: a developing sleeve 5 which is freely rotatably supported by a development frame 12 and transports developer to a latent image area on a photoreceptor drum 1; a development blade 9a for restricting the thickness of a developer layer on the developing sleeve 5, which is formed from a support metal plate 9d1 and a rubber blade 9d; and magnetic seal members 71 each of which is disposed on a longitudinal end of the developing sleeve 5 so as to have a gap g between the external circumferential surface of the sleeve and the member 71 and formed from a magnet 73 and a magnetic plate 74 provided on the external surface of the magnet 73, which is perpendicular to the axial direction of the developing sleeve 5.
