PROBLEM TO BE SOLVED: To access an IC card connected to a client through safe communication.

SOLUTION: A service provider 30 requests an information processing center 70 to process the IC card 52 in units of card commands. The information processing center 70 generates ciphered card commands that the IC card itself can interpret at the request received from the service provider 30 and transmits them to the IC card 53 through a computer network, the client 51, and a card reader writer 52.
