PROBLEM TO BE SOLVED: To provide a system for providing versatile detailed road information service so that individual vehicles travel on a toll road safely and pleasantly although road information service for toll roads provides only trends for all passing vehicles such as congestion state display of parking areas and display of congestion information by VICS. SOLUTION: On each vehicle, an on-vehicle unit where information on the vehicle is recorded is mounted and while the vehicle information is checked, passing times of individual vehicles are measured by measuring instruments installed at entrances and exits of a toll road, at specified intervals along the road, and entrances and exits of parking areas; and the measurement results are sent out to a monitor server and then while the states on the road are grasped and displayed on the road, information is delivered to the individual vehicles.
