PROBLEM TO BE SOLVED: To suppress effect of, especially, an electric field out of an electromagnetic wave generated from an electric carpet or an electric heating bedding. SOLUTION: The electric carpet or the electric heating bedding is covered with a cover including a conductive layer and the conductive layer is earthed via a prescribed earth device, so as to cut off the electric field of the generated electromagnetic wave.
