PROBLEM TO BE SOLVED: To restrain the fluctuation of an air-fuel ratio against a change of a factor other than the driving condition of an internal combustion engine by properly controlling a valve phase and the lift quantity of a intake and exhaust valve. SOLUTION: The valve phase of the intake valve or the exhaust valve by an IN-VCT (intake side variable valve timing control mechanism) 50, an EX- VCT (exhaust side variable valve timing control mechanism) 70 is controlled to a different state immediately after starting, for example, based on a fuel characteristic as a factor concerned about a fuel evaporation characteristic on an intake port of the internal combustion engine 10 during a predetermined period after the cold starting of the internal combustion engine 10. Consequently, it is possible to favorably restrain the fluctuation of the air-fuel ratio immediately after starting and to conduct the reduction of HC and the early activation of a catalyst during the predetermined period after the cold starting of the internal combustion engine 10.
