PROBLEM TO BE SOLVED: To provide a floor panel and a manufacturing method therefor, which can enhance working efficiency during manufacture. SOLUTION: This floor panel 10 is equipped with a frame body 1 which are composed of a stile material 11 and a rail material 12, a face material 2 which is provided at least on one side of the frame body 1, and a sound insulation material 3 which is provided on the backside of the face material 2. Since fixed by an elastic member 4 which is provided in an urged state between the opposed material 11 and 12, the material 3 can be fixed even if a staple and a nail are not driven into the face material 2 from above the material 3 as before.
