PROBLEM TO BE SOLVED: To provide a new fluorine-containing compound, a fluorine-containing polymer having excellent solubility in a solvent, and a water- and oil-repellent agent composition hardly providing load on the environment, and having excellent water- and oil-repellency. SOLUTION: The fluorine-containing compound is represented by formula 1 or 2 (Z is HO-or CH2=CR1COO-; R1is a hydrogen atom or a methyl group). The fluorine-containing polymer is obtained by polymerizing the fluorine- containing compound. The water- and oil-repellent agent composition contains the fluorine-containing polymer.
