PROBLEM TO BE SOLVED: To maintain the effect of a freezing inhibitor for a prolonged term. SOLUTION: A freezing inhibiting pavement is constituted such that porous elastic paving bodies 1, in which rubber chip materials are bound by a resin and which have a percentage of void of 10 to 50%, are laid on an existing paved surface 2, a freezing inhibitor solution is held in voids communicated with the paved surface in the paving bodies 1, the freezing inhibitor solution in the voids is oozed on the pavement by extrusion work by the reduction of void volume when the paving bodies 1 receive walking pressure or the traveling pressure of cars and the freezing inhibitor solution on the pavement is sucked and housed into the voids of the paving bodies 1 by suction action by the restoration of the void volume when the external pressure is released.
