A vehicle tracking unit 10 is affixed to the roof of a vehicle 12 and uses the Global Positioning System to self locate and reports location information back to a command unit though a cellular telephone network. The vehicle tracking unit sends out reports as telecommunications text messages i.e. SMS. The command unit instructs the activity of the vehicle tracking unit via text messages. The tracking unit may report state of movement, no movement or change of country alarms in addition to position monitoring and reporting, selectable by time of day, occasions during day or day of the week. The tracking unit has a rechargeable battery, which may be recharged by a solar cell array or from the vehicle and the tracking unit reports the state of the battery and restricts and controls activity of the tracking unit if the remaining charge is low.
