PROBLEM TO BE SOLVED: To reduce stocks of cans, processes and cost for their treatment by repeatedly filling a filler and a promotor in an aerosol can and reusing the can. SOLUTION: The filling device for filling fluid or powdery material stored in a storage vessel 3 into a container 4 by compressed air supplied from a compressed air supply means 2 is equipped with a measuring vessel 5 capable of storing the fluid or powdery material, a passage connecting the measuring vessel 5 with the storage vessel 3 to transport the fluid or the powdery material, a passage disconnecting means, a joint structure 6 jointed to an outlet for taking out the content in the container 4, a passage connecting the joint structure 6 with the measuring vessel 5 to transport the fluid or the powdery material, a passage connecting the measuring vessel 5 with the compressed air supply means 2 to transport the fluid and a passage connecting the storage vessel 3 with the compressed air supply means 2 to transport the fluid.
