PROBLEM TO BE SOLVED: To effectively perform the cooling storage by recovering power in decelerating a vehicle. SOLUTION: A storage medium of a cooling storage unit is cooled and solidified by cold air passing through an evaporator for cooling the air to be sent into a cabin. The operation of a compressor is intermittently controlled to adjust a temperature of the evaporator to a target temperature (S210). When the cool storage of the storage medium is not completed, the target temperature of the evaporator is determined to an initial cooling storage target temperature lower than a solidifying temperature of the storage medium (S240, S250), when the cooling storage of the storage medium is completed, and the vehicle is not in a decelerating state, the target temperature of the evaporator in determined to the temperature higher than the initial cooling storage target temperature and lower than the solidifying temperature, and when the vehicle is in the decelerating state, the target temperature of the evaporator is determined to a temperature lower than the cooling storage retaining target temperature.
