PROBLEM TO BE SOLVED: To obtain a seeding agent using livestock excretion as a raw material in order to realize the reutilization of livestock excretion, and to provide a manufacturing method therefor. SOLUTION: The manufacturing method for the seeding agent includes a mixing process for mixing a raw material comprising 20-40 wt.% of sewage sludge, 20-40 wt.% of livestock excretion, 0-5 wt.% of seed bacteria, 0-5 wt.% of small fishes and 20-30 wt.% of a moisture control material, a primary fermentation process for supplying air until the temperature of the raw material becomes a predetermined temperature and reducing the amount of air supplied to the raw material to 1/10-1/14 at the predetermined temperature or higher to ferment the raw material, a secondary fermentation process for fermenting the raw material in such a state that the amount of air supplied to the raw material is reduced to 1/20-1/30 of the first supply amount of air when the temperature of the raw material begins to lower, and a finish process for perfectly stopping the supply of air to age the raw material until a fermentation temperature becomes room temperature.
